Had he been? America didn't remember. That was over a week ago, after all, and he'd done his best to AVOID looking at that general area. "Riiiight..." he said slowly. "I'm not exactly sorry, either way."
America wasn't exactly the most aware country out there but even he was beginning to feel awkward with this conversation. Maybe it was something that this guy excelled at - making things unbearably awkward. Alfred wouldn't be surprised.
"Sooo..." he said, drawing out the word and crossing his arms across his chest - he didn't want to appear as if he actually CARED at all, after all, "You're France?"
He didn't know any other countries that spoke French, but that was only because he didn't know many other countries, and since this was a school for countries, he couldn't be New Orleans since that was a state.

"I supposed I should have warned you before I did that" Francis dismissed it, as America did have a right to be angry. That being said, he would not be confessing to spying on him any time soon.
It should be noted that France felt no such awkwardness! So he will be probably continuing making America uncomfortable. "Yes, that's me. The country of Love, at your service. And who might you be...?" He made a pensive face, as if he was considering all the possible countries that could be here. "Canada?"

America raised an eyebrow at the "love" part, and raised it further at the mention of Canada. "Are you kidding?? How do you not know who I am? I'm the hero who valiantly climbs trees to save imaginary cats! I'm the hero who pepper sprays peeping toms like yourself! I'm the subject of one of the required textbooks! I am America (and so can you)!"
He paused in his monologue and thought for a second, and added, "Except you probably can't, since you're France and NOT America."
